He was defence secretary 1970-74, and led the opposition in the House of Lords 1964-70 and 1974-79. While foreign secretary 1979-82, he negotiated independence for Zimbabwe, but resigned after failing to anticipate the Falklands crisis. He was secretary general of NATO 1984-88. He chaired EC-sponsored peace talks on Yugoslavia 1991.
